During a meeting of the Historic Preservation Review Board on January 25, members of the board postponed taking a final vote on the Proposed Kingman Park Historic District until at least March 22, 2018. Several members of the board expressed doubt that final action will be taken at the March meeting and have instructed the Office of Planning to continue working with the applicants on community outreach and education. In front of a packed room, the board expressed reservations about community outreach and support. Board members also had questions about the boundaries proposed by the applicant and how they compare to newly released recommendations from the Historic Preservation Office (HPO). Several board members expressed a preference for the boundaries in the plan submitted by HPO while others await additional information. Langston Civic Association president, Sydelle Moore testified before the panel about community concerns and fielded questions from board members about upcoming development in the area surrounding Hechinger Mall. The meeting ran an additional 2 hours beyond the scheduled 12 PM end time to hear community comments and concerns most of which were against the proposal or requests for additional information. A video of the hearing is now available: https://view.earthchannel.com/PlayerController.aspx?&PGD=dczoning&eID=823 The Historic Preservation Office (HPO) has just released their review of the application for the Proposed Kingman Park Historic District. The updated boundaries recommended by HPO reflect some of the important community feedback from the Langston Civic Association and other nearby groups.
You can read the full report below that evaluates the application by the Kingman Park Civic Association (KPCA). The report addresses both the substantive proposal and related procedural and planning concerns. First, the report analyzes the historical and architectural significance of the proposed historic district under the written criteria for designation used by the Historic Preservation Review Board and the National Register of Historic Places. Secondly, the report looks at the proposed boundaries, the period of significance, building integrity, and other issues raised by the nomination. Then it addresses public involvement and planning considerations, and finally, it presents recommendations for the Review Board to consider at its meeting on January 25, 2018. A public hearing regarding the historic district nomination is scheduled for January 25, 2018 at 441 4th Street NW (One Judiciary Square), Room 220 South. ANC 5D VOTED TO SUPPORT WITHOUT COMMUNITY INPUT OR NOTICEIn November 2016, ANC 5D voted to support the inclusion of Langston and Carver in the proposed Kingman Park Historic District. The commission voted without holding any publicly noticed meetings on the topic or substantive debate on the potential impacts of designation. Only 3 households from the impacted area were in attendance at the vote. Comm. Henderson (ANC 5D05) is a former member of the Historic Preservation Review Board which will be making a final decision on the case early next year. LCA Supports Delay in Kingman Park Historic District Application; Solicits Resident Feedback10/24/2017
The Langston Civic Association's request to delay a vote on the Proposed Kingman Park Historic District application was successful. A vote on the application has now been rescheduled for January 25, 2018 in order to allow more time for resident input.
The primary reason that the Langston Civic Association became involved in delaying a hearing on this matter is because members of our community have complained of not receiving appropriate notice of this potential designation or being given the opportunity for feedback by those who submitted the application. Thanks to our requests, the Office of Planning will be delaying a hearing on this application until next year and using the time before that to host a variety of events in our area aimed at educating residents about historic districts in general as well as this specific application.
